Ruanda setzt bereits seit einigen Jahren auf das E-Government System Irembo. Irembo ist eine digitale Plattform für ruandische Bürgerinnen und Bürger um alltägliche Behördengänge und Anträge zu stellen. So können auf der Plattform neben Visaanträgen oder Pässe auch Führungszeugnisse oder Geburtsurkunden beantragt werden.
Die Plattform ist einfach über das Internet erreichbar und man benötigt nur eine stabile Verbindung sowie die Hardware (Laptop, Handy etc.). Jedoch habe viele Ruanderinnen und Ruander keinen ständigen Zugang zu stabilem Internet bzw. die entsprechende Hardware fehlt.
Daher werden oft die Dienste von sogenannten Digital Sales Agents (DSA) in Anspruch genommen. Bei den DSA können die Bürgerinnen und Bürger gegen eine kleine Servicegebühr ihre Anträge in Auftrag geben. Der DSA beantragt dann im Namen der Person über Irembo das entsprechende Produkt oder Dienstleistung.
Im Rahmen des Sales & Costumer Care Training fördert das Bildungswerk auf die Ausbildung der Digital Sales Agents und unterstützt damit den Ausbau der digitalen Infrastruktur und bringt junge Menschen in Beschäftigung. Der Bedarf ist vorhanden und ergibt eine gute Ergänzung zu den bisherigen 2500 Agents im Land. Bis Ende August wurden 203 DSA ausgebildet und konnten ihren Dienst beginnen.
Das Projekt "PartnerRwanda" wird vom Bundesministerium für wirtschaftliche Zusammenarbeit und Entwicklung (BMZ) über die sequa gGmbH finanziert und ist Teil der Sonderinitiative "Ausbildung und Beschäftigung".
Strengthening digital service offerings
Rwanda has been using the Irembo e-government system for several years. Irembo is a digital platform for Rwandan citizens to carry out everyday administrative tasks and submit applications. In addition to visa applications or passports, the platform can also be used to apply for certificates of good conduct or birth certificates.
The platform is easily accessible via the Internet and all that is needed is a stable connection and hardware (laptop, cell phone, etc.). However, many Rwandans do not have permanent access to a stable Internet connection or do not have the necessary hardware.
Therefore, the services of so-called digital sales agents (DSA) are often used. Citizens can submit their applications to DSAs for a small service fee. The DSA then applies for the relevant product or service on behalf of the individual through Irembo.
As part of the Sales & Costumer Care Training, the Education Department is promoting the training of Digital Sales Agents, thereby supporting the expansion of the digital infrastructure and getting young people into employment. The need is there and makes a good addition to the existing 2500 agents in the country. By the end of August, 203 DSAs were trained and start their service.
The "PartnerRwanda" project is funded by the German Federal Ministry for Economic Cooperation and Development (BMZ) through sequa gGmbH and is part of the special initiative "Training and Employment".
